For many, a sigh of relief! On January 16, 2002, the Clean Air Markets Division posted a memorandum, issued by John Seitz, Director of EPAs Office of Air Quality Planning and Standards, which discusses EPAs "intent to harmonize the compliance dates for the NOx SIP Call and Section 126 Rule" for affected electric generating units (EGUs). Currently, the NOx SIP Call requires monitoring systems to be installed and certified by May 1, 2003. The initial NOx SIP Call compliance period begins May 31, 2004. The memorandum also states that EPA intends to postpone the non-EGU Section 126 compliance deadline (i.e., May 1, 2003) to coincide with the NOx SIP Call deadline of May 31, 2004 and that EPA will "adjust other related dates for non-EGUs." Although the memorandum acknowledges that additional action is required to revise the Section 126 deadlines, Mr. Seitz advises the Regional Directors to apprise the respective States of the Agencys intentions. A copy of this memorandum is available in our FTP Library. While this extension is welcomed, RMB cautions the owners/operators of affected units not to become complacent. CEM vendors are extremely busy with current backlogs of three to five months. As many folks that were attempting to meet the May 1, 2002 certification deadline will attest, May 1 rolls around much sooner than anticipated.
